The Committee of the Regions adopted a White Paper on "multilevel governance" which defines two major strategic objectives: "encouraging participation in the European process and reinforcing the efficiency of Community action". To achieve this, the document invites Community institutions to increase the involvement of territorial authorities in the implementation of their policies. The MOT position advocates better consideration of cross-border areas.
With the opening of the debate on the Green Paper on territorial cohesion, the Commission has chosen to mobilise and value the wealth of experiences from different actors in Europe. MOT have contributed to this reflection on the basis of their concrete experience in terms of cross-border cooperation. This contribution pleads in favour of the development of "cross-border territory projects" and the organisation to this end of "multi-level" local governance.
