Cross-border skills and knowledge necessary for the management of the cross-border phenomenon

Cross-border cooperation is seen as an important lever for territorial development, and is supported by the EU’s cohesion policy. It generates a need for new and specific cross-border competencies in territorial management. In most cases, cross-border action led along the length of a border does not represent the main activity of the actors implementing it. In France for example, follow-up is mainly carried out by local authority or state personnel in charge of European affairs, or a specific sector.
