Legal framework
The white paper "Adapting to climate change: Towards a European framework for action" establishes the framework defined by the EU concerning climate change adaptation, including the objectives and planned initiatives. The resulting European adaptation strategy was made public on 29 April 2013.
The communications "A Community approach on the prevention of natural and man-made disasters" and “Towards a stronger European disaster response: the role of civil protection and humanitarian assistance" show the key elements of the EU approach to prevention and risk management.
