Created in 1975 under the 'Bonn Accord' or 'Upper Rhine Agreement,' the Franco-Germano-Swiss Intergovernmental Commission (IGC) aims to facilitate the assessment and resolution of neighbourhood problems in the Upper Rhine Region and relays to the governments concerned the issues that cannot be resolved at the regional level. These issues are identified beforehand by the Conference of the Upper Rhine, successor to two regional commissions also created under the Bonn Accord of 1975. In practice the IGC meets every two years.
