Functioning of cross-border governance

In 1987 Tornio and Haparanda established a joint body, “Provincia Bothniensis”, whose role is to coordinate cooperation at the political level and assist the municipal councils in the preparation of joint projects. The association also represents the two municipalities at international level, in particular for the sourcing of EU funding or for promotion of the territory to attract businesses. In addition, the cooperation between Tornio and Haparanda is supported by the regional and national levels, and is often mentioned at EU level as one of the most advanced examples in terms of cross-border cooperation.

The internal functioning of the governance structure

The joint body has a Board composed of five elected officials from each municipality. It convenes about once every two months. This structure currently has no legal status and can therefore only prepare decisions that are subsequently discussed within each municipal council. The Board is supported by different thematic working groups (education, urban planning, sport, recreation, culture, welfare, healthcare).
