On September 19th, 2022, the MOT organised a meeting to launch the "cross-border living areas experiment" project. The objective is to define the concept of "cross-border living areas" and to analyse the needs and expectations of the territories concerned, as well as the legal opportunities and obstacles, in order to arrive at recommendations.
On 23 September 2022, the closing ceremony of the project "PAMINA Care Services" took place. Concrete and promising results were presented by the PAMINA Eurodistrict, the project leader, as well as by the project partners (hospitals, health insurance funds, ARS, Landkreise, etc.).
On October 14th, the Prefect of Moselle gathered the Local Committee for Territorial Cohesion (CLCT). On this occasion, a participatory approach was proposed to the various participants, via the organisation of five working groups, the objective of which was to identify the engineering needs of local authorities, the existing solutions, and to promote the exchange of good practices and feedback from the field.
As a further step towards the construction of the European electricity network, a new 190 km EHV line, entirely underground, is being built between Savoy and Piedmont. It will increase the electricity exchange capacity between France and Italy by 40%.
Following the modification of the French sports code (article L231-2-1) by the 3DS law of February 21st 2022, sportsmen and women residing abroad, and in particular in a country bordering France, no longer need to present a medical certificate when registering for a sports competition organised partly in a French border department.

On October 6th and 7th, the Assises Nationales du Foncier et des Territoires were held in Nancy. This study on planning and permits regarding projects for sites intended for major retailers in the SaarMoselle Eurodistrict, on the Franco-German border was carried out by the MOT and the German consultancy Junker+Kruse, for the Saarbrücken Regionalverband.
After a year of deliberations, the Conference came to an end on 9 May 2022. In the closing ceremony in Strasbourg, the Presidents of the European Parliament, Commission and Council received a final report from the Conference participants containing 49 wide-ranging, ambitious and forward-looking proposals and 326 individual measures.
After the success of the first session with over 600 participants, a second session of the MOOC on European territorial cooperation produced by the MOT and its partners (Strasbourg University, Artois University, Thessaloniki University, CESCI, Euro-Institut, TEIN network) will be held in October and November 2022. On July 19th, three agreements on civil security and border security were signed between the prefecture of Savoie and that of Turin.
"We will no longer be satisfied with a simple cooperation across the border that stops at the first crisis. We refuse to give up! When will the states work together to serve the cross-border territories?" summarised the MOT president Christian Dupessey in front of 570 participants.
